Library District
Maricopa County Library District provides public library services, physical and digital collections, borrowing programs, computers, Wi-Fi, printing, study spaces, events, educational resources, and specialized services through libraries across Maricopa County. This article explains how the Library District works, who can receive a library card, how borrowing and renewals operate, how to locate a branch, how to use digital services and reservations, and what to prepare before contacting or visiting a library.
Library District Services
The Maricopa County Library District, commonly referred to as MCLD, operates public libraries serving communities throughout Maricopa County. Its services extend well beyond borrowing printed books. Library customers can use physical and digital collections, public computers, Wi-Fi, printers, study rooms at participating locations, educational databases, online classes, community programs, and several specialized borrowing programs.
The Library District is a special taxing district. Its administrative team oversees library operations and services under the Maricopa County Board of Library Directors. Administration works from offices located at Ed Robson Library and White Tank Library, while individual branches provide most customer-facing library services.
Before visiting a branch, it is useful to determine what type of service you need. Some services are available at every library, while others are limited to selected locations. Public computers, Wi-Fi, printers, restrooms, water fountains, and events are broadly available. Items such as telescopes, ukuleles, seeds, study rooms, Recorder's Kiosks, and certain equipment are offered only at participating branches.
Library Locations and Hours
The District maintains libraries in communities including Aguila, Sun Lakes, El Mirage, Sun City, Fountain Hills, Goodyear, Guadalupe, Litchfield Park, Anthem, Gilbert, Queen Creek, and Waddell. Because hours and available services can differ by location, customers should identify the appropriate branch before making a trip.

It includes Aguila Library, Ed Robson Library, El Mirage Library, Fairway Library, Fountain Hills Library, Georgia T. Lord Library, Guadalupe Library, Litchfield Park Library, North Valley Regional Library, Perry Library, Queen Creek Library, Southeast Regional Library, Sun City Library, and White Tank Library.
Holiday closures can also affect access. The Library District publishes holiday hours separately from normal branch schedules. For example, its 2026 schedule includes full-day closures for major county-observed holidays and early closing times on Christmas Eve and New Year's Eve. Checking the current branch schedule is especially useful before traveling on or near a holiday.
Library Card Eligibility
A library card is the key to most Library District borrowing and digital services. Maricopa County residents, business owners, and property owners are eligible for a free card. Residents of the Town of Queen Creek are also eligible for a free Maricopa County Library District card.
Adults age 18 or older who live in the eligible service area can use the official library card registration service or visit a library in person. A virtual appointment is another available option.
Applicants should be prepared to provide information requested by the registration form, including:
Email address.
First and last name.
Residential address, city, state, and ZIP Code.
Phone number.
Date of birth.
Preferred library branch.
Photo identification number.
Notification preference.
Phone carrier when required for the selected notification method.
For in-person registration, adults need photo identification showing their current address. If the identification does not show the current address, the applicant must bring separate proof of residency. Examples of acceptable photo identification identified by the Library District include a driver's license, a federal, state, or tribal identification card, and a passport.
Cards for Minors
Customers under age 18 have separate student and juvenile card options. The general adult online registration process should not be treated as the registration method for a minor. The Library District instructs people under 18 to visit or contact the library for the appropriate account option.
Arizona Residents Outside the Area
A person who does not live, own a business, or own property in Maricopa County or the Town of Queen Creek does not qualify for the free card under the stated eligibility rules. Arizona residents outside those boundaries may purchase a library card for $50 for one year or $25 for six months. The Library District directs those customers to begin the process by contacting its virtual branch at the email address provided on the library card page.
Annual Card Renewal
Library cards must be renewed every year. Renewal can be completed online, in person, or by phone. For an online renewal request, the Library District states that it will respond within two business days to confirm renewal or request additional information.
Customers should distinguish card renewal from renewal of borrowed materials. Renewing the library card keeps the account registration current. Renewing a checked-out item extends the loan period when the item remains eligible for renewal. These are different actions and follow different rules.
Borrowing Physical Materials
The District's borrowing information explains how customers can check out books, DVDs, Blu-ray discs, audiobooks on CD, and other materials. A library card may have up to 50 checked-out items at one time.
At a branch, customers can check out materials through the Customer Service Desk or a self-checkout machine. Staff members can also assist customers who have difficulty locating an item in the library.
Standard Checkout Periods
Loan periods depend on the type of material. The District identifies the following checkout periods for commonly borrowed items:
Books: 21 days.
DVDs and Blu-ray discs: 7 days.
Express items: 7 days.
TV shows: 14 days.
Book Club Boxes: 6 weeks.
Other standard materials: 21 days.
Express items have additional restrictions. Customers may have up to five Express items at one time, and those items cannot be renewed. Digital Library materials follow different checkout periods determined by the particular digital product.
Renewing Checked-Out Items
A physical item may generally be renewed up to five times as long as another customer has not requested it. Renewals can be handled online, by phone, or in person. A customer should not assume that every item will qualify simply because the maximum renewal count has not been reached; another customer's request can prevent renewal.
The Library District has eliminated overdue fines for materials returned late. That policy does not eliminate the obligation to return borrowed materials. An item that is not returned can still result in a replacement charge.
Requests and Holds
Customers do not have to wait until they are inside a library to locate materials. The online catalog can be used to browse the collection and place requests for pickup. A library card can have up to 30 requested items at one time.
When an eligible catalog item is found, the customer can select the request option and choose the applicable pickup process. Library staff can also help place a request by phone or in person. When a requested item becomes ready, curbside pickup may be offered at participating locations through the Library District app.
Customers looking for a book that MCLD does not own may also encounter MAX, the countywide book-sharing service involving public libraries throughout Maricopa County. If a title is unavailable directly from the District, MAX can be used to determine whether a participating library has it.
Interlibrary Loan and Mail Service
Interlibrary Loan provides another option for materials outside the local library collection. Through Interlibrary Loan, materials belonging to other library systems can be shipped to the customer's library for pickup and return. The District warns that Interlibrary Loan often involves fees, so customers should review the applicable conditions before requesting material through that service.
Books By Mail serves a narrower group of customers. The program sends Large Print books to homebound Maricopa County residents who are otherwise unable to access library materials. Books are checked out for three weeks and are mailed free through the U.S. Postal Service.
Digital Library Access
A valid library card also provides access to the Maricopa County Digital Library. Digital offerings include eBooks, audiobooks, streaming video, music, magazines, newspapers, research databases, online learning services, homework support, career resources, genealogy tools, and other electronic collections.
Access requirements vary by service. Some digital products can be opened directly from the Library District website, while others require a separate app or account. Checkout periods and download restrictions also vary. Unlike physical items, digital loans return automatically, so customers do not have to physically return them or track a manual return deadline.
Digital Books and Audiobooks
Libby/OverDrive provides the District's largest selection of digital books, audiobooks, and magazines. Customers can check out up to 10 items at a time and place up to eight items on hold. Popular titles may have waiting lists, while an Always Available collection provides titles without a waiting period.
Freading offers downloadable eBooks, with up to six checkouts per week, and requires a free Adobe Digital Editions account. TumbleBooks provides children's picture books, chapter books, nonfiction, and graphic novels, including read-along and interactive content.
Streaming Media
Several platforms provide music and video. Hoopla includes audiobooks, eBooks, magazines, streaming video, music, and other content, with a limit of five checkouts per month. Kanopy provides streaming films and uses a monthly ticket system, with ticket requirements varying according to the video. Freegal provides unlimited streaming music and allows customers to keep five songs per week.
Research and Learning
The electronic collection also includes academic, consumer, historical, career, educational, and research databases. Examples provided by the District include Consumer Reports, Britannica Library, Gale resources, HeritageQuest, Newspapers.com, Newsstreams, Rocket Languages, LinkedIn Learning, Brainfuse services, career preparation tools, and test preparation resources.
Restrictions can differ substantially among databases. Ancestry Library, for example, is available for use inside the library only. Customers should therefore check the requirements for the specific product instead of assuming every online database can be accessed remotely.
Computers, Wi-Fi, and Printing
All Library District locations provide public computers. Internet computers require either a library card or a guest pass obtained from library staff. Separate catalog-only computers are available for searching library materials.
Public Wi-Fi is available inside all libraries. The District also states that Wi-Fi can be accessed outside library buildings during business hours.
Public printing is available at every branch. Customers can print from a library computer or submit documents through the mobile printing service and retrieve the printout at the library. The listed printing charges are $0.25 per black-and-white page and $0.75 per color page. Customers preparing a print job should verify the number of pages and whether color is necessary before submitting it, because the charge is based on each printed page.
Study Room Reservations
Some, but not all, District libraries have reservable study rooms. The Library District's events and reservations system provides access to room reservations as well as the current events calendar.
A room reservation is subject to the Library District's study room policies, and individual libraries may impose additional room rules. Customers should therefore select the correct branch and review its requirements instead of assuming that room availability or policies are the same at every location.
Library Events and Programs
The District offers events for multiple age groups, including infants, children, teens, adults, and families. Programming can include storytimes, book discussions, technology help, crafts, classes, social activities, language programs, genealogy workshops, STEM activities, workforce-related programs, and online author events.
The events system allows users to narrow listings by library location, audience, format, category, and date. This is especially useful because many activities occur at only one branch, while some are presented online.
Reading programs are also part of the District's services. Programs identified by MCLD include 1,000 Books Before Kindergarten, the Summer Reading Program, and the Winter Reading Program.
Special Items Available to Borrow
Some MCLD collections extend beyond books and media. Availability is branch-specific, so customers should verify the participating library before planning a visit.
Chromebooks and Hotspots
Library customers can check out Chromebooks and hotspots for home use. These devices can provide access to online library services and resources away from a branch.
Seed Libraries
Participating locations offer vegetable and herb seeds. Availability changes by season, and customers may check out up to three seed packets per month. The service is offered at El Mirage, Fairway, Fountain Hills, Perry, Queen Creek, Ed Robson, Southeast Regional, Sun City, and White Tank libraries.
Telescopes
Customers age 18 or older may borrow telescopes from participating libraries. The checkout period is seven days, and customers can check availability and place a request online. Telescope lending is offered at Southeast Regional, Fountain Hills, El Mirage, and Georgia T. Lord libraries.
Ukuleles
Ukulele kits include a ukulele, tuner, and song book. They can be requested online and have a three-week checkout period. This collection is available at Sun City, Fairway, and North Valley Regional libraries.
Citizen Science and Book Clubs
Citizen Science Kits contain materials for specific science experiments, including an activity guide, tips, and specialized equipment or supplies. Book Club Boxes provide another specialized collection. Each box includes 10 books and a discussion guide, and the stated checkout period for a Book Club Box is six weeks.
Family Access Controls
The Library District and some digital library providers make family controls available for children's access to specific materials. These include parental choice options at the library and content controls within services such as Libby/OverDrive, Hoopla, and Kanopy.
Because these controls apply differently across services, families should distinguish between settings on a library account and settings inside a particular digital platform. Adjusting a control in one service should not be assumed to change the settings of another platform.
Recorder's Kiosks at Libraries
Several MCLD locations host Recorder's Kiosks operated in connection with the Maricopa County Recorder's Office. These kiosks allow remote recording of documents and are available at Georgia T. Lord, Southeast Regional, Sun City, and Ed Robson libraries.
This service should be distinguished from ordinary library account or borrowing services. A customer going to a branch specifically for a Recorder's Kiosk should verify that the selected location is one of the participating libraries rather than assuming the equipment is available throughout the District.
Common Library Service Mistakes
Many preventable problems come from treating every library service as if it follows the same rules. Before submitting an application, placing a request, or traveling to a branch, customers should pay attention to the service involved and its particular limitations.
Do not confuse annual library card renewal with renewal of a checked-out item.
Do not assume that a late-item fine policy eliminates replacement charges for materials that are never returned.
Do not assume all physical materials have a 21-day checkout period; DVDs, TV shows, Express materials, and Book Club Boxes have different loan periods.
Do not expect every checked-out item to qualify for five renewals. An item requested by another customer may no longer be renewable, and Express items cannot be renewed.
Do not assume every branch offers study rooms, telescopes, ukuleles, seeds, Recorder's Kiosks, or other location-specific services.
Do not assume every Digital Library service works through the same account or app. Some products require separate accounts or software.
Do not assume every digital research product can be accessed from home; some resources have in-library restrictions.
Adults applying for a card in person should make sure their photo identification shows the current address or bring separate proof of residency.
People under age 18 should use the District's student or juvenile account process rather than relying on the adult registration procedure.
Library District Administration
The Library District's administrative organization manages library operations, collections, customer experience, electronic resources, communications, finance, information technology, facilities, and other systemwide functions. Administrative operations are divided between eastern and western offices and support the branch network.
Most routine customer needs, including borrowing, card assistance, printing, computer access, event participation, and item pickup, are handled through library locations or online services rather than through an administrative office. Administrative offices are more directly connected to District-level operations.
The District's administration information identifies an East Administrative Office at Ed Robson Library and a West Administration Office at White Tank Library. Administration hours are Monday through Friday from 8 a.m. to 5 p.m.

Library District FAQs
Can I see a list of books I previously checked out?
Yes, but reading history is not recorded automatically. If you want your account to keep a list of future checkouts, sign in to your library account and open the “Contact Information and Preferences” section. Under preferences, select “Maintain Reading History.” Items checked out after the feature is enabled can then appear in your account history. Because the setting is off by default, enabling it later will not create a complete record of materials borrowed before you turned it on. Can I get free admission to museums or attractions through the library?
Maricopa County Library District offers Culture Passes that can provide admission to participating museums, gardens, performances, and other Arizona attractions. Availability can depend on the participating attraction and the passes currently offered through the library. Before planning a visit, review the Library District services page for the current Culture Pass program information rather than assuming a particular venue or date is available.
Can a librarian help me with downloads or library technology?
Yes. The District offers Book-A-Librarian virtual appointments for customers who need one-on-one assistance. Appointment topics can include library card questions, Chromebooks and hotspots, downloading or streaming library materials, and homework-related help. These are video appointments offered on weekdays, making them useful when a problem is difficult to resolve through written instructions alone.
Are Maricopa County libraries cooling centers during extreme heat?
Yes. According to the District’s official services information, its branches serve as Heat Relief Network cooling centers from May 1 through September 30. Library buildings also provide public restrooms and water fountains. Anyone relying on a library for heat relief should still check the selected branch’s operating schedule before traveling, since access depends on when that location is open.
